President Sisi promotes Naval and Air Force commanders to ‘Lieutenant General’

CAIRO – 11 February 2026: Egypt’s President Abdel Fattah al Sisi issued a presidential decree Wednesday, promoting the Commander of the Naval Forces, Rear Admiral Mahmoud Adel Mahmoud Fawzy, and the Commander of the Air Force, Major General Amr Abdel Rahman Abdel Rahman Saqr, to the rank of Lieutenant General.

The decree comes following a major Cabinet reshuffle that took place on Tuesday, which included the strategic merging and separation of several ministries.

A significant highlight of the reshuffle is the consolidation of the Foreign Affairs, International Cooperation, and Immigration portfolios into a single ministry, to be headed by Minister Badr Abdelatty. Furthermore, Dr. Manal Awad has been appointed Minister of Local Development and Environment, effectively combining those two portfolios.

New leadership was also established at the deputy level, as Dr. Hussein Eissa was named Deputy Prime Minister for Economic Affairs, Ahmed Omran was appointed Deputy Minister of Housing for Utilities and Walid Abbas was appointed Deputy Minister for Urban Communities.

Also, Ambassador Mohamed Abu Bakr was appointed Deputy Minister of Foreign Affairs for African Affairs and Dr. Samar Abdel-Wahed was appointed Deputy Minister of Foreign Affairs for International Cooperation.

The reshuffle confirmed the appointment of Dr. Khaled Abdel Ghaffar as Minister of Health, Lieutenant General Kamel El-Wazir as Minister of Transport, and Randa El-Menshawy as Minister of Housing. Additionally, Mohamed Farid takes over as Minister of Investment, Abdel Aziz Qansouh as Minister of Higher Education, and Raafat Hindi as Minister of Communications.

Other appointments include Gihane Zaki as Minister of Culture, Ahmed Rostom as Minister of Planning, Hassan El-Raddad as Minister of Labor, and Gawhar Nabil as Minister of Youth and Sports.
