CAIRO - 31 July 2026: Hamas and Palestinian factions have informed international mediators of their agreement to a proposed roadmap plan to execute Phase 2 of the Gaza ceasefire agreement, an informed Egyptian source said a Friday.
The agreement sets the framework for the entry of a National Committee to manage governance and services in the enclave, alongside the deployment of an International Stabilization Force.
It also paves the way for early recovery programs and the immediate launch of comprehensive reconstruction efforts across the Gaza Strip.
According to the Egyptian source, the National Committee will oversee the inventory and storage of weapons within Gaza.
The arms management process is designed to be executed gradually and sequentially, explicitly tied to the arrival of the National Committee and the deployment of the international force.
A quad summit is scheduled to convene in Cairo shortly, bringing together mediators from Egypt, the United States, Qatar, and Turkey.
The meeting aims to reaffirm all participating parties' commitments to the agreed-upon terms.
The source noted that Palestinian factions maintained a positive approach toward the mediators' proposals to preserve Gaza's stability, safeguard its population, and advance the reconstruction phase.
“This is a major milestone in the implementation of the Trump 20- Point Plan. The agreement will be carried out in carefully structured phases. As disarmament is completed, Israeli forces will withdraw, and the International Stabilization Force will work with a new Palestinian police force to take responsibility for Gaza being safe for its residents and its neighbors,” U.S. President Donald Trump wrote on Truth Social.
