CAIRO – 4 August 2026: Prime Minister Dr. Mostafa Madbouly met on Tuesday with Dr. Mohamed Farid Saleh, Minister of Investment and Foreign Trade, to review the Sovereign Fund of Egypt’s (TSFE) strategy for maximizing returns on state assets. The meeting was attended by Noha Khalil, CEO of the Fund, alongside senior officials from the Ministry and TSFE.
Prime Minister Madbouly emphasized that the government prioritizes optimizing state assets through TSFE's role as Egypt's investment arm. By converting untapped resources into sustainable development projects, the Fund aims to reinforce Egypt's position as a premier regional hub for foreign direct investment through strategic private-sector partnerships—strengthening national economic resilience and safeguarding resources for future generations.
Dr. Mohamed Farid outlined ongoing efforts to modernize TSFE’s operational framework using innovative business models tailored to changing market dynamics. He noted active consultations to secure high-value partnerships that boost asset returns, drive economic growth, and meet national development objectives.
The Investment Minister stressed that the Fund's vision extends beyond routine asset management toward transforming assets into high-growth engines that attract both local and foreign capital. He announced TSFE’s plan to expand internationally by launching a specialized investment fund focused on Africa—targeting financial services (banking and non-banking), tourism, healthcare, and education—alongside a dedicated industrial investment fund.
Cabinet Spokesperson Counselor Mohamed El-Homsany stated that the meeting included an executive review of TSFE’s core managed assets, including its real estate and land portfolios.
El-Homsany added that officials reviewed progress on ongoing projects and operational plans for the upcoming phase, emphasizing streamlined execution and clear economic criteria for new ventures. The strategy focuses on diversifying investment models to elevate the Fund's contribution to economic growth while aligning its operations with international sovereign fund standards.
Finally, the spokesperson highlighted TSFE's commitment to accelerating investment by adopting flexible financial instruments responsive to market shifts, prioritizing high-yield, sustainable sectors to build a resilient portfolio that underpins financial stability.
