PM inspects new central hospital in Gharbia, stresses healthcare infrastructure upgrade

CAIRO – 11 August 2026: Egyptian Prime Minister Mostafa Madbouly inaugurated a government services complex in Sandbasat village, Zefta District, Gharbia Governorate, on Tuesday as part of projects implemented under the presidential “Haya Karima” (Decent Life) initiative.

During his tour of the village, Madbouly stressed the need to provide citizens with high-quality services, respond promptly to their requests, and complete procedures in accordance with established regulations, in a way that strengthens public confidence in the new service-delivery system.

Following the inauguration ceremony, the Prime Minister said the opening of the complex comes as part of the state’s efforts to improve the quality of services provided to citizens and facilitate access to them, particularly in Egyptian villages. He emphasized the importance of making full use of such projects, which aim to simplify procedures and improve service delivery, ensuring a modern and dignified service for Egyptian citizens and contributing to improving the quality of life in rural communities.

During Madbouly’s inspection of the complex, Local Development and Environment Minister Manal Awad highlighted the importance of government services complexes, noting that the state has developed a plan to expand the establishment of such complexes across various governorates. The complexes aim to accelerate the processing of citizens’ requests and complete procedures in accordance with applicable regulations.

Housing, Utilities and Urban Communities Minister Randa El-Manshawy said the ministry is keen to implement a number of government services complexes in villages across the governorates through the Central Agency for Reconstruction, as part of the “Haya Karima” initiative. She said the projects would help bring about a major improvement in the level of services available in villages and spare citizens the need to travel between different government offices.

Gharbia Governor Alaa Abdel-Moaty said the government services complex in Sandbasat represents an integrated service model aimed at providing residents of Gharbia Governorate with an advanced service environment by facilitating access to various government services in one location.

He noted that the complex serves residents of Sandbasat, Kafr El-Geneidy and Kafr Farsis, in addition to 19 neighboring hamlets.

The Prime Minister was briefed on the project by Hany El-Eskandarany, Head of the Central Agency for Reconstruction, who said construction of the complex began in November 2022 through the Central Agency for Reconstruction’s Middle North Coast Reconstruction Authority.

The building occupies an area of 666 square meters and consists of three floors housing a range of government services that have been brought together under one roof to facilitate access for citizens.

Essam El-Gharably, Head of the Middle North Coast Reconstruction Authority, said the complex was designed and constructed to accommodate a number of government service entities, including a technological center with 17 service windows, a civil registry office, a real estate registration office, a supply office, a local administrative unit, a post office, a local popular council, and a social solidarity office, in addition to other services.

During the tour, Madbouly followed up on mechanisms for receiving citizens’ requests and the workflow inside the complex. He stressed the need to activate all services provided by the facility and ensure that citizens receive efficient services, with requests handled promptly and completed in accordance with established procedures, thereby strengthening public confidence in the new service system.
