CAIRO – 14 August 2026: Egypt’s Economic and Social Development Plan for fiscal year 2026/27 targets directing approximately LE 205.2 billion in investments to the education sector, compared with around LE164.4 billion in expected investments during fiscal year 2025/26, representing a 24.8% increase.
The planned investments also compare with actual investments of LE124.9 billion in 2024/25, marking a 38.5% increase, up from LE90.2 billion in 2023/24.
Public investments are estimated at approximately LE69.5 billion, accounting for around 33.9% of total sector investments, while private and cooperative investments are projected at about LE135.8 billion, representing 66.1%. Government agencies are expected to account for the bulk of public investments, at 96.4%.
According to the plan, LE20.1 billion has been allocated for pre-university education projects during fiscal year 2026/27.
The allocation includes LE13.982 billion for constructing and completing 13,000 classrooms across various governorates, in addition to LE5.173 billion to develop and upgrade 1,600 schools.
The plan also includes funding for the expropriation of land for 80 schools, as well as the settlement of outstanding payments related to 33 plots of land on which schools have been constructed, with an allocation of LE945.5 million.
The education plan also provides for the construction of 21 schools and the preparation and equipping of 100 Egyptian-Japanese schools, in addition to equipping 31 schools for high-achieving students.
The government also plans to provide 1.2 million tablet devices to first-year secondary school students in both general and technical education.
The plan further includes the development and upgrading of 80 administrative buildings housing education directorates, alongside continued expansion of educational facilities and efforts to prepare more schools to meet quality standards.
The additional 13,000 classrooms are expected to help reduce average student density to approximately 37.1 students per classroom during the 2026/27 academic year.
The plan also places emphasis on expanding access to high-quality and specialized education.
A total of LE547.5 million has been allocated for the construction, upgrading and equipping of official language and advanced education classrooms.
These investments are expected to raise the availability of competitive and advanced education classrooms, particularly official-language schools, to 8.2% of total classrooms by 2026/27.
The plan also allocates LE1.5 billion for equipping Egyptian-Japanese schools, while LE 1.452 billion has been earmarked for projects to construct and equip advanced schools across the governorates.
The investments are expected to add 21 Egyptian-Japanese schools during 2026/27.
For schools dedicated to high-achieving students, the government has allocated EGP 100 million for equipment projects. The plan targets adding four schools for high-achieving students, bringing the total number of such schools to 31 by 2026/27.
The development of Egypt’s technical and applied education system is another major component of the investment plan.
The government has allocated LE520.5 million to establish 10 new applied technical schools during fiscal year 2026/27.
These investments are expected to increase the share of technological applied schools among the targeted 200 schools to 65.5%.
The investment plan also allocates LE643 million to projects involving the construction and equipping of classrooms and the replacement and renovation of technical education schools across the governorates.
Another LE445 million has been allocated for implementing the competency-based education system across the governorates.
These investments are expected to help reduce student density in technical education to approximately 37% during 2026/27.
The Economic and Social Development Plan emphasizes the government’s efforts to modernize Egypt’s education system and improve the quality of the educational process.
The state has recently undertaken a review of the traditional education system, with greater emphasis on digital transformation, modern technological infrastructure, updated education systems and curricula, in line with international practices and the experiences of countries that have achieved significant progress in education reform.
The expansion of tablet-based education, Egyptian-Japanese schools, schools for high-achieving students and applied technical schools reflects the government’s broader effort to diversify educational pathways and provide students with skills that are increasingly aligned with labor-market needs.
With more than LE205 billion in total investments targeted for the education sector in 2026/27, the plan places infrastructure expansion, reducing classroom overcrowding, digital transformation and the development of technical and applied education at the center of Egypt’s efforts to improve the quality and accessibility of education.
