CAIRO - 27 July 2026: Prime Minister Moustafa Madbouly chaired a Monday government meeting at the cabinet headquarters in New Alamein to review state efforts and coordinate a comprehensive national framework for managing the growing stray dog population.
The video-conference meeting was attended by Minister of Health and Population Khaled Abdel Ghaffar, Minister of Local Development and Environment Manal Awad, Minister of Agriculture and Land Reclamation Alaa Farouk, Minister of Housing, Utilities and Urban Communities Randa El-Minshawy, and officials from the Military Academy for Training.
Madbouly emphasized that the government is addressing the surge in stray dogs through a structured, scientific approach that balances public health, citizen safety, and environmental considerations under applicable laws.
During the session, Abdel Ghaffar reviewed recent bite metrics across governorates, ensuring that anti-rabies vaccines and medical protocols remain fully available at public healthcare facilities for immediate treatment.
Farouk presented a national plan based on inter-ministerial coordination involving local government units, police academies, research institutes, higher education faculties, civil society organizations, and religious institutions.
The strategy relies on humanely controlling stray animals, improving municipal waste management, expanding vaccination and safe handling programs, raising public awareness, and creating a unified digital system for receiving citizen complaints.
Awad confirmed that regional governors have completed preparations for municipal shelters.
Meanwhile, El-Minshawy announced that 40 shelters have been equipped across new cities in partnership with non-governmental organizations to support housing capacity.
The meeting examined successful international experiences in humanely managing stray animal populations, noting that Madbouly instructed continuous evaluations of the ongoing measures.
