CAIRO – 15 August 2026: According to the Russian Embassy in Cairo, Artur Liukmanov has been appointed Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Egypt and, concurrently, Plenipotentiary Representative of the Russian Federation to the League of Arab States in Cairo.
The embassy said the appointments were made pursuant to Presidential Decrees No. 584 and 585, issued on August 15, 2026.
